Partners for Better Care applauds the Department of Health and Human Services and Centers for Medicare and Medicaid Services for funding for the Risk Adjustment Program. These payments are collected from health insurance issuers that enroll relatively low-risk populations, and payments are made to health insurance issuers that enroll relatively high-risk populations. The final rule will ensure consumer choice and will help patients with more predictable, manageable out-of-pocket costs.
Partners is pleased that this decision will help with one of the most challenging aspects of health care today: access to affordable, high-quality coverage for all patients. Without these payments, the stability of the insurance markets – including participation by plans or significant premium increases – would have been jeopardized.
